Stephen Rapp at the Review Conference
U.S. Ambassador-at-Large for War Crimes Stephen Rapp spoke to International Justice Central today at the Kampala Review Conference about the US position on the ICC, its participation at Kampala, and the issue of aggression. He underlined the consequences of the U.S.' prolonged absence from the court, the importance of the ICC as an international institution of last resort, and the role of filters in the crime of aggression.
